Not much excitement but fairly solid day. Short on CAT and a few longs on usual suspects plus BIIB made the day worth waking up for.

[07:55] {Threei}  [C] Citigroup Inc Federal regulators advise Citi and BoA to raise more capital based on early "stress test" results - WSJ
[07:55] {Threei}  - Citing people familiar with the situation.
[07:55] {Threei}  - The capital shortfall amounts to billions of dollars at Bank of America, people familiar with the bank said.
[07:55] {Threei}  - Executives at both banks are objecting to the preliminary findings, which emerged from the government's scrutiny of 19 large financial institutions. The two banks are planning to respond with detailed rebuttals, these people said, with Bank of America's appeal expected by today.
[07:56] {Threei}  - The findings suggest that gov't officials are using the stress tests to send a tough message to struggling banks. It is unlikely that these two are the only banks the Federal Reserve has determined might need more capital.
[07:56] {Threei}  - Gov't officials say their meetings about the stress tests with bank executives over the last few days conveyed preliminary results and that discussions were expected to continue this week about specific findings. They also say that banks directed to raise more capital shouldn't be viewed as insolvent.
[07:56] {Threei}  - Instead, the capital is intended to cushion the banks against potential future losses under dire economic conditions. Federal officials say they won''t allow any of the top 19 banks to fail.
[07:56] {Threei}  - While the Fed initially planned to release the results of the stress tests on May 4, the gov't says the results will be released sometime that week.
[07:56] {Threei}  - Banks that are deemed to need more capital will have six months to find it, either from private investors, other financial institutions or the U.S. gov't

[09:23] {nemo} A widely watched housing index shows home prices dropped in February, but for the first time in 16 months the decline was not a record.
[09:23] {nemo} The Standard & Poor's/Case-Shiller index of home prices in 20 major cities released Tuesday dropped by 18.6 percent from February 2008, slightly better than the 19 percent in January. The 10-city index slid 18.8 percent, compared to 19.4 percent the month before.
[09:23] {nemo} But the good news was mixed. All 20 cities in the report showed monthly and annual price declines, and half recorded annual records. Prices fell by more than 10 percent in 15 cities.
[09:23] {nemo} Prices in the 20-city index have plunged 30.7 percent from their peak in the summer of 2006, and the 10-city index has lost more than 31.6 percent.
[09:25] {Threei}  (US) REP FRANK (D): LEAKED STRESS TEST RESULTS ARE NOT HELPFUL FOR THE MARKET
[09:25] {Threei}  - Results of tests should be released in sync with defined remedies.
[09:25] {Threei}  - Reiterates that banks repaying TARP funds can only boost public confidence.
[09:25] {Threei}  - Hopes that all banks could be free of gov funds in one year time.
[09:25] {Threei}  - States that it is possible for up to 10% of overall TARP allowances to be paid back by end of 2009.

[14:16] {Threei}  so... DNDN has a lot of ways to make a lot of people unhappy
[14:17] {Threei}  that;'s why I am staying away from these superhot things on a day of coming news
[14:17] {Threei}  This planet has a problem, which was this: most of the people on it were unhappy for pretty much of the time. Many solutions were suggested for this problem, but most of these were largely concerned with the movements of small green pieces of paper, which is odd because on the whole it wasn't the small green pieces of paper that were unhappy.
[14:17] {Threei}  And so the problem remained; lots of the people were mean, and most of them were miserable
[14:18] {Threei}  Many were increasingly of the opinion that they'd all made a big mistake in coming down from the trees in the first place. And some said that even the trees had been a bad move, and that no one should ever have left the oceans.
[14:18] {vinod} no guts no glory
[14:18] {nemo} Oh yeah, like that's a haven of peace and tranquility
