As natural gas is cheaper than OPEC's diesel fuels Pickens is optimistic that such bill will be enacted by the Congress. The so-called Pickens plan has already been accepted by Wall Street which values the venture at 45 times the cash flow of analysts for 2010 and 20 times the average forecast for 2011. Barrons argues that such an excitement for a yet unprofitable venture is premature and after a boost of 50% in the shares, the market has more than discounted the potential government subsidies. However, CLNE, despite government subsidies, has failed to report a profit and Barrons argues that the subsidies have merely prevented the company's losses from being deeper. Second, there is a dilution risk as the company has significant capital needs in order to build its fueling infrastructure. Management awards itself with stock options and warrants could dilute earnings to almost 30%. If company reports a profit Pickens will have to exercise its 15M shares warrant lest he loses a profit of $150M
