Markets are little changed while Volatility index is holding steady in 16-18 session range. Services and Healthcare sectors are marginally higher, as Basic Materials is a notable laggard on lower oil prices. OXY, APA, DVN, EOG, CHK, and DNR are down 3-4%, while NBR, HAL, and LYB are off by 5-6%. In tech, MU and JNPR are up over 3%, leading the SP500 names to the upside.
Fixed-Income: Fixed income and FX markets appear to be in waiting mode ahead of the pivotal FOMC meeting this Wednesday that is widely expected to mark the end of QE3 with the final $15B taper. US flash services PMI was a tad disappointing at 57.3 - the lowest since Apr, while the pending home sales figures also missed the mark. Widely cited resistance on the 10-yr yield remains at 2.30%, which was briefly approached overnight.

Energy: WTI Dec crude oil $80.72; Crude is down for the 2nd straight day and approached multi-month low, briefly dipping below $79.50. Earlier, Iranian official noted OPEC is unlikely to cut production output ceiling at the upcoming meeting, just as Iraq Kurdistan is looking to boost supply with pipeline capacity rising to 700K from expected 400K bpd.

Recall that during the market volatility two weeks ago, Fed Governor Bullard said the FOMC should consider delaying the end of the QE taper this month to help stem the slide in inflation expectations. There is little chance the Fed will be taking Bullard's advice.
